Acts of Ultraviolence and Terrorism

-Response to Bomb Threats, Bombings, and Shootings-


Who should attend: fire/rescue officers, EMS supervisors, law enforcement personnel, emergency planners and managers (from local and special jurisdictions, i.e., airports, school districts, universities, utilities, etc.), security staff at assembly halls, places of business, and office buildings. (Attendees must prove affiliation with a public / emergency response agency or provide comparable credentials / clearances.)


Day 1:

  • Principles of Emergency Management, Hazard Identification, Threat Assessment, Mitigation Strategies

  • Bomb Threats and Explosives (targets, effects, lessons learned)

  • Table-Top Exercises on Bombing Scenarios

  • Incidents to be analyzed: Suicide attacks in Israel 2000-2003; Casablanca and Riyadh 2003; Columbine High School 1999


Day 2:

  • Shootings (i.e., schools, workplaces, public areas)
    Principles of Response and Recovery: Evacuation Policies; Response Procedures; Safety Considerations; Mass Casualty / Mass Fatality Management; Media Management, Public Information and Community Relations; Emotional Impact

  • Table-Top Exercises and Simulations on Shooting Incidents

  • Incidents to be analyzed: Terrorist attack at Olympic Games in Munich, Germany, 1976; Bank robbery, Los Angeles, 1997; Kindergarten attack, Los Angeles, 1999; LAX shooting, 2002)


Learning Objectives:

  • Understand the motives and tactics of shooting and bombing attacks as acts of terrorism or personal revenge

  • Develop awareness for potential targets and situations within your community

  • Identify, classify, and understand the characteristics and functions of commonly used explosives and improvised explosive devices (IED)

  • Develop efficient mitigation strategies and effective response and evacuation procedures


Fees:
The admission fee for the 2-day program is US $285 ($325 after April 1). It includes breakfast, lunch, and refreshments on both days, a binder with workshop proceedings, comprehensive training and exercise materials, and a certificate of attendance.

Attendance for one day will cost US $195 ($245 after April 1).

Registration is transferable. 75% refund with written cancellation received before March 1, 2004; 50% refund with written cancellation received before April 1, 2004. Regrettably, no refunds can be made for cancellations received after that date. Again, a substitute delegate is welcome even at the last minute.
